Tolulope Komolafe, a Lagos State resident, has told FIJ he paid N5,000 to the Nigeria Immigration Service (NIS) to have his passport delivered to him, but the government agency told him they could not do so.

Komolafe said he visited the NIS office in the Ikorodu area of Lagos on January 28 to capture and renew his passport.

Meanwhile, he accessed the online platform six days earlier. On the platform, he selected the home delivery option and made a total payment of N57,000.

Hoping he would receive his new document in a few days, he waited. When this document did not show up, he contacted the NIS customer care line.

Komolafe told FIJ that when an agent replied, they told him the NIS could not deliver his passport and could not refund him.

He said, “I applied for my passport renewal in January and made payment for the delivery option of an extra N5,000, only for the NIS staff to tell me to go pick it up myself at the Ikorodu office.

“This method of collecting N5,000 and not delivering is fraudulent.”

According to Section 130 of the Federal Competition and Consumer Protection Act (2018), a consumer has a right to timely performance and completion of services provided by a vendor, and where this fails, a right to a reasonable refund of the price paid having regard to the extent of the failure.

Failure to provide this refund contravenes this section and constitutes a breach of contract.

On Sunday, FIJ called Alao Babatunde, the Chief Press Secretary to Interior Minister Olubunmi Tunji-Ojo. FIJ also sent him the receipt of payment, and he promised to look into it.
